I seriously don’t think this is Mike at all – split personality or otherwise. I think it’s another AI driven war machine, built by the same creator.
We’ll see though, I could be way off base!
If it’s anything like “our” world, there is NEVER one person (or system) entrusted with ‘pushing the button’ to launch a nuke. It always requires two or more people acting separately at every stage of the process, from decision to actual launch/detonation.
So, with that in mind, why the heck would the Powers That Be deploy a self-aware battletank with a substantial nuclear armament and NO failsafe?
My thought, at this stage, is that they wouldn’t, that Victor IS the failsafe. Either a subsystem of Mike’s or a separate AI in his frame/chassis- in either case, specifically programmed to ensure the “correct” usage of the nukes carried.
Only things have gone completely off-script and, in all probability, Victor is not designed to have initiative (think about it). All “he” has are some instructions that could not possibly cover all that is now going on.

Though I actually was wondering: Has medical sciences advanced further than our timeline in the comic? Would it be possible for her to get a functional prosthesis for Sarah’s missing eye?
Everyone’s got way bigger things to deal with than that at the moment, but looking at the contrast of the Major’s past and present made me curious.
